zhang lijun, vice-minister of ministry of environmental protection (mep), said at the recently held national video conference on checking gross emission reductions for the first half of 2011 that china is busy establishing policies on preferential measures for denitration in power plants, raising urban sewage treatment charges and discharge fees, paid use and transaction of sewage disposal rights.
zhang also said the plan to control gross emission of main pollutants in the country during the 12th five-year plan period, and the region-based gross pollutant control indexes have been submitted to the state council for examination and approval. they will be officially released soon. in order to ensure completion of the tasks of reducing emission of the four pollutants, mep has worked with departments concerned to establish the comprehensive work plan for energy conservation and emission reduction in 12th five-year plan period, as well as the program of energy conservation and emission reduction in 12th five-year plan period. they have elaborated pollutant emission reduction objectives, main tasks, key projects, and guaranteed measures. they will be printed and distributed to come into effect with the approval of state council.
