ii. job description

assist the departments’ heads in carrying out hse management; organize the development of the company’s medium- and long-term she planning, annual work goals and plans, manage the company’s she management system and be responsible for its effectiveness; manage and continuously improve the company’s she work performance; manage the construction and maintenance of safety and environment protection-related modules in the management information system.

iii. responsibilities

1. safety and environmental protection compliance management

· study and master relevant national laws and regulations on safety and environmental protection in a timely way; update, promote and thoroughly implement them in the company;

· organize the drafting, revision, promotion and implementation of the company’s safety-related standards according to national laws and regulations;

· guide and supervise construction project safety and environment evaluation and execution, organize the pre-acceptance safety and environment evaluation of a project upon its completion.

2. organize the company’s medium- and long-term safety and environmental protection planning, develop the company’s annual environmental protection goals and work plan;  

· develop and improve the company’s medium- and long-term safety and environmental protection planning, and the management system and the process to formulate the annual work plans;

· examine and exchange ideas on the medium- and long-term safety and environmental protection planning of each and every business unit, and their annual goals and work plans;

· organize the company’s medium- and long-term safety and environmental protection planning; develop the company’s annual safety and environmental protection goals and work plans;

· report to relevant authorities, group companies and the board of directors the company’s medium- and long-term safety and environmental protection planning, annual goals, and work plans;

3. manage the company’s she management system, and ensure effective execution of it

· define the company’s she management system and its elements, hold relevant trainings, implement the system, and provide guidance;

· organize examination and appraisal of the effectiveness of the company’s she management system, and develop, implement and continuously improve relevant measures;  

· guide and evaluate the work of the safety and environmental protection department in each business unit;

· organize the study of the best domestic and foreign she practices, promote and apply the she technology, and share she incidents and cases.

4. manage the company’s performance in safety and environmental protection

· organize analyses of the company’s and each business unit’s data on safety and environmental protection kpis, evaluate their work performance and give feedbacks;

· examine and communicate the safety performance report of each and every business unit; organize the development of the company’s safety and environmental protection performance report before reporting it to the group company and the strategy commission;

· organize or participate in safety and environmental protection inspections, track and resolve hidden dangers and problems;

· manage the company’s safety and environmental protection incidents; organize or participate in the investigation of safety and environmental protection accidents; analyze and identify the root causes of the accidents and formulate and implement rectification measures;

· organize the formulation (revision) of the mid- and long-term and annual safety and environmental protection responsibility letters of all business units and evaluate how far the project is completed.

5. manage the construction and maintenance of safety-relevant modules in the information system

· raise the need to construct and optimize relevant modules in it-based safety and environmental protection and the information system;

· maintain safety and environmental protection-related parameters and data in the existing information system as needed.

age

over 45 years old

educational background

· bachelor’s degree or above (graduates of key universities at home, graduate of famous overseas university preferred);

· chemical industry or safety and environmental protection-related majors preferred

personality and capabilities

· excellent professional ethics, entrepreneurship, and devotion;

· careful, strict and meticulous at work;

· strong communication, organization and coordination capabilities, toughness;

· a great teamwork spirit and coordination skills, capability of rapidly adapting to corporate culture;

· strong learning aptitude.

key experience

· more than ten years of working experience in protection, safety and environmental protection management in large-scale chemical enterprises;

· with working experience of ten years and more;

· familiar with ohsas18000 and national safety standardization norms;

· familiar with the she management systems of large-scale overseas multinational chemical companies;

· going on business trips frequently.
